Certification attainment rate is the percentage of employees holding a required or targeted credential within a defined population. In regulated sectors it is a compliance measure; elsewhere it is a proxy for verified capability rather than self-reported skill.
Formula
Certification Attainment Rate (%) = (Employees holding a current certification ÷ Employees required or targeted to hold it) × 100Count only current certifications. Including lapsed credentials converts a compliance metric into a historical one, which in regulated settings is a genuine risk.

- Scenario
- A clinical function of 340 staff where 318 hold a current mandatory credential and 22 have lapsed or pending renewals.
- Calculation
- (318 ÷ 340) × 100
- Result
- 93.5% current attainment — 22 people representing live compliance exposure
What good looks like
For mandatory credentials the only acceptable target is effectively 100%, with the metric functioning as an exception report. For developmental certifications, attainment is better read as a trend against a capability plan than against any external figure.

In healthcare, financial services, aviation and similar sectors, a lapsed credential can mean a shift that cannot be staffed or an activity that cannot legally be performed. Tracking attainment with expiry dates converts an annual audit scramble into a rolling operational process.
